FC-31 was originally produced by a venture company run by Shenyang Aircraft Company with private funds and was not developed according to military requirements. It made its first flight in 2012, and although it was not successful, it was sold for export. However, rumors have continued that this type of fighter has since been selected as an aircraft carrier fighter. In 2016, a new aircraft with major redesigns began flight testing.
